Eurozone: The elephant in the room

Did (post 2002) and can (today) anyone expect Greece, Ireland, Portugal, other Eurozone members, even NL & Germany to be/become competitive with such a "hard Euro" policy (eg even these days Euro > 1.4 USD)?
